Close Shoulder
A shoulder can be Closed if its in Open or Partial state.
Click Close Shoulder button to initiate the Close Shoulder process.
Change LCS
Click on 
icon to start Change LCS step.
Click Post Messages button 
to post the message to the LCS and select the Result as Passed or Failed.
Click Complete
Confirm LCS (Optional)
Click on 
icon to Pass the step or 
icon to Fail.
Send Westbound Closed Email
Click on icon to Pass the step or icon to Fail.
Select Passed or Failed and click Save.
Add Comment and click Pass.
The shoulder is Closed for the corridor. Open Shoulder option is active.
